In the Portland Metro Area:

Shay and Company This little wholesale company located in SE Portland has most of what you need. They stock a little of everything and I can speak the high quality of their organic extra virgin olive oil, essential oils and lye (potassium hydroxide). They also have lots of synthetic bases and fragrance oils, too, so be sure to read labels carefully.
Ruhl Bee Supply in Gladstone, OR is a beekeeper's haven with a lot to offer the soapmaker as well: lye in small quantities, beeswax, honey, soap molds, candle molds that make great soap molds, and more.
Essential Wholesale of Clackamas has, well, everything (almost). They don't have a retail storefront, but you can place your order on the web and choose 'will call' from more shipping options during checkout and then head on over and pick it up. They have a wide selection of exotic butters, oils, additives, and more.
ReNu Chem Company in the Hillsboro/Tanasbourne area. I haven't been here, but soapmaking students have reported being able to buy small quantities of lye here. 503-629-5969 ask for Rob.
On the web:
Azure Standard located in Dufur, OR offers local delivery of superb olive oils (and lots more!) through local buying clubs.
Mountain Rose Herbs of Eugene is a top notch company offering bulk herbs, spices, and essential oils of the best possible quality. Discounts are calculated based on quantity so order with a buddy!
Camden Grey Essential Oils in faraway Florida was my go-to source for supplies on the East Coast. The site isn't super easy to navigate and they have very strict customer service policies and handling fees, but you can't beat the prices and I've always found the quality to be good.
